What is the first priority?

The United Nations Environmental Assembly has decided to begin with the topic of the Poverty-Environment Nexus. This issue is one that affects countries differently based on their characteristics (geography, main source of economic growth, development status), so the Representatives have quite a few ideas on which subtopic is to be addressed first. Among the most popular suggestions are waste water sanitation, sustainable agriculture, resilient infrastructure, exploitation, and renewable energy. The impassioned Representatives are working to decide on a way forward towards resolutions; will they limit the scope of discussion? Split up the body into smaller working groups? Or will the discussion naturally find direction?
