Press release: Madagascar’s Statement on ISPIED in GA1

The Republic of Madagascar is proud to support the Resolution: Intelligence Sharing for Prevention of Improvised Explosive Devices (ISPIED) in collaboration with Member States Brazil, Sierra Leone, Ghana, Poland and many other countries. Seeing as there has been confusion on the breadth and scope of the resolution, Madagascar would like to reaffirm the core tenants of ISPIED. ISPIED provides measures for regional cooperation, intelligence sharing, civilian education, victim assistance, calls for increased International Criminal Police Organization (INTERPOL) funding and other cooperation-building measures. Notably, this does not include satellite surveillance, or otherwise imposed measures upon fellow countries. Madagascar would be amenable to further discussion with any Member States with concerns. Furthermore, Madagascar appreciates the support demonstrated by fellow delegates in the drafting of ISPIED.

Addendum: The Republic of Madagascar urges fellow delegates in General Assembly 1 to ask sponsors of ISPIED for clarification regarding the specifics of the resolution. There has been confusion relating to satellite surveillance that this delegate would like to clarify. ISPIED does not provide measures for surveillance that would impose on fellow Member States’ sovereignty.
