Viet Nam is concerned with operative clause 10 from Resolution 1-1 due to the fact that all media in Viet Nam is at least partially owned by the state. Clause 10 “invites Member States to implement…decentralization of media.” This would be in contradiction to our nation’s value of state-owned media. Although Viet Nam appreciates other parts of the resolution, we cannot fully support this resolution due to language that conflicts with Viet Nam’s values.
