During considerations on the topic of the Poland – Belarus border, the Security Council came to a consensus to make pushing migrants across international borders an infringement of national sovereignty. The only country to oppose was China. This has worried [some] members of the Security Council because it puts into question the future desires of Chinese foreign policy, particularly, if they desire to use migrants as weapons on the borders of the countries around them.
