Israel is committed to ensuring a clean and sustainable environment for all nations. Israel places a high priority on the sustainability of clean water, especially in the Middle East. Given the humanitarian crisis in Gaza and the West Bank, Israel requires additional international assistance in providing adequate clean water to Israeli citizens. Additionally, The state of Israel is committed to reducing greenhouse gas emissions by 85% by the year 2050. To reach these goals, it is in the best interest of all nations to cooperate globally to preserve a clean, sustainable future. Israel pledges to pursue alternative energy sources and contribute to the research environment surrounding sustainable power generation. Furthermore, the state of Israel calls for the international community to collaborate to promote a healthy environment within war zones.

Topic: Implementation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction

Israel acknowledges how disastrous chemical weapons can be when they are used and are an advocate for the safe destruction around the Globe. Israel signed the CCW (Convention on Certain Conventional Weapons in 1993, showing its support for the global effort to eliminate chemical weapons. Despite this, it has not ratified the treaty due to the volatile and hostile security environment in the region. Israel faces threats from state and non-state actors, including the possibility of chemical attacks by adversaries in the region which historically possessed chemical weapons, and terrorist organizations. From an Israeli perspective, regional disarmament should be comprehensive and address not only chemical weapons but also biological, nuclear, and conventional arms, to ensure balanced security for all states in the region. Israel's reluctance to fully implement the CWC without broader regional disarmament stems from concerns over its security vulnerability. It views disarmament initiatives, including the CWC, as part of a broader framework that must include credible security guarantees, verification mechanisms, and reciprocal actions from neighboring countries. Israel has consistently advocated for a Middle East free of weapons of mass destruction, but it maintains that this goal must be achieved through comprehensive regional peace agreements that address all security dimensions.

The State of Israel recognizes the rights of indigenous peoples as a matter of global concern. Indigenous communities worldwide face marginalization and discrimination, including forced displacement and the loss of access to critical resources. Israel acknowledges the United Nations' efforts on the topic, including General Assembly Resolution 61/295, which adopted the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). While Israel supports these general principles in line with the international community, we emphasize that the protection of national security should be paramount in any discussion regarding indigenous rights.
Israel deeply values the preservation of indigenous self-determination, as is demonstrated by our nation's efforts to revitalize the Hebrew language and safeguard our cultural traditions. We have diligently worked with the United Nations in its work to preserve indigenous rights, provided its actions respect the sovereignty of all recognized states. We welcome initiatives that advance the rights of indigenous peoples, particularly those that may promote regional stability. However, Israel deeply stresses that any action must prioritize security, uphold territorial integrity, and respect the sovereignty of legitimate states. The delegation of Israel looks forward to open discussion with fellow member states on how the General Assembly can further the rights of indigenous peoples in a way that honors the needs of all affected parties.

Israel fully endorses the United Nations stated commitment to achieving universal literacy, which is essential for realizing the human right to education. The UN has made significant strides in addressing global illiteracy, notably through initiatives such as the International Literacy Decade, established under General Assembly Resolution 56/116, and through the goals outlined by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Israel has enthusiastically supported these initiatives in the past, which empower individuals and states by improving access to education. As a nation, we are committed to continuing to remove barriers to education for marginalized groups, especially women and girls.
The State of Israel calls for increased international support and cooperation for literacy programs that can address the challenges faced by underserved groups. By investing time and resources into education, member states promote their social stability, economic growth, and the health of the international community. Israel is eager to support efforts to eliminate gender disparities in education and enhance literacy, particularly through initiatives like UNESCO's Global Education Coalition, which focuses on providing educational resources to marginalized communities, to ensure no one is left behind in achieving literacy goals.

Topic: Safety and security of humanitarian personnel and protection of United Nations personnel

Israel is concerned with the safety and security of humanitarian and UN personnel and supports commitment to international laws detailing the subject. Despite the goodwill of these acts, Israel finds that the logistics surrounding humanitarian operations could be more robust, leading to greater security for the personnel involved. Israel calls for better planning and logistics of humanitarian action prior to engagement in war zones. Similarly, Israel is concerned with the misuse of humanitarian aid by hostile groups engaged in violent conflict. Likewise, hostile groups lack the distinction between noncombatants and combatants leading to further harm to these individuals. The state of Israel calls for greater distinction between these hostile groups and the citizens who require the aid sent by humanitarian organizations. Israel also calls for more impartiality in the reporting of events to prevent the undermining of state security. Israel holds its membership in the United Nations in high regard and seeks to prevent further harm to UN personnel caused by terrorist organizations.

Topic: Global Strategy for Women's, Children's and Adolescents' Health

Decades of regional conflict in the Middle East has placed Israel at the forefront of securing the health and prosperity of women, children, and adolescents. From establishing a strong culture of medical technological research within Israel to establishing delivery systems for humanitarian aid in neighboring countries, Israel holds that an international focus on the health of women, children, and adolescents is essential to the foundation of a prosperous international community. Israel affirms the ability of nation states to secure and defend the health of all of its people, and maintain a peaceful and stable environment to facilitate the ability for women, children, and adolescents to participate in academic, social, and economic endeavors.
Israel believes that a culture that allows women to participate fully in society is instrumental to their ability to succeed and maintain a high degree of personal and familial health. Israel has long maintained a high degree of equality of between the sexes, and women are able to access financial opportunities while enjoying the ability to build families in a safe and secure environment. Israel has also fostered a strong community of medical innovation, focusing on the research and development of emerging technologies to further secure the health of all members of an organized society.
Israel holds that international cooperation in a worldwide initiative to ensure the opportunities of women would provide a strong foundation for the health of women, children, and adolescents. An international focus on securing peace within established nations, and ensuring international cooperation against non-state actors that would threaten the health of an organized populace across national borders would further defend the health of women, children, and adolescents. These actions would create a more stable, more equitable, and safer world, where citizens could feel confident in raising their families and fostering communities.

Topic: Public health dimension of the world drug problem

In recent years, the international community has been devastated by the distribution of harmful, illicit drugs across national boundaries. Israel has seen the negative effects of a number of dangerous drugs, from heroin to fentanyl, these drugs destroy the fabric of a nation. Israel recognizes the widespread crisis plaguing every nation, and holds that an international response is the sole way to curb the spread of these illicit compounds.
Israel has created a number of programs to assist those plagued with addiction, offering aid to the most vulnerable in our society. From needle exchange programs to safe injection sites, Israel believes that those afflicted with addictions to these terrible substances are not beyond help. Israel understands the need to aid those suffering from addiction, while understanding the most effective solution would be to decrease the spread and availability of these compounds.
Israel holds that a united effort against those that grow, synthesize, and distribute these harmful compounds is the only way to halt the disastrous situation presented before us.
