Proliferation and the accumulation of conventional weapons pose a direct threat
to
international peace and security. The Republic of Ecuador believes in promoting
disarmament
and non-proliferation. Disarmament involves reducing or eliminating weapons, arms
control
measures, and ensuring that nations adhere to treaties that promote peace and security.
Weapons of mass destruction can fuel violence, hinder peaceful efforts, and amplify
conflict.
Ecuador recognizes the spread of firearms can destabilize regions and lead to further
conflicts.
The country strives for the consolidation of peace and security through practical
measures,
such as collection, control, and disposal of arms. By supporting disarmament, Ecuador
aims to
enhance both national and international security, contributing to a safer global
environment.
Notably, the Republic of Ecuador has been a steadfast advocate for global disarmament. The country has consistently supported initiatives that aim to reduce the proliferation of weapons and promote security and peace. Ecuador endorsed the Treaty on the Prohibition of Nuclear Weapons (TPNW), showcasing the country's commitment to the elimination of nuclear weapons. Ecuador fully supports the treaty's implementation and advocates for other states to join the TPNW. Ecuador ratified the Treaty of Tlatelolco, which established a nuclear-free zone in Latin America and the Caribbean. The Treaty of Tlatelolco prohibits nuclear weapons by any means within the region. Ecuador ratified the Comprehensive Nuclear-Test-Ban Theory (CNTBT) in 2001. The country's ratification demonstrated its commitment to detecting nuclear explosions globally and furthermore ensuring peace and security. Ecuador signed and ratified the Arms Trade Treaty (ATT), aiming to regulate conventional arms in international trade. Through the ratification of the treaties, the country can be seen supporting and prioritizing non-proliferation, disarmament, and ensuring peace and security internationally. Ecuador will continue supporting policies and initiatives that prohibit nuclear, chemical, and biological weapons to preserve peace and security. |

The Republic of Ecuador firmly believes in the importance of regional
cooperation in
ensuring
the successful implementation of the Chemical Weapons Convention (CWC) across Latin
America. Ecuador advocates for a regional approach that strengthens the disarmament
agenda
and prevents the development, stockpiling, or use of chemical weapons. Ecuador has
continuously worked alongside other Latin American nations to create a cohesive plan for
chemical weapons disarmament. Our commitment includes encouraging neighboring
countries
to strengthen compliance with the CWC's obligations. Ecuador's diplomatic efforts have
played
a critical role in encouraging our neighbors to comply with the CWC. Through initiatives
that
foster trust, transparency, and cooperation, we have developed partnerships which
improve
the oversight of hazardous chemical substances. Ecuador actively promotes the
establishment
of regional agreements that address the safe management and destruction of chemical
weapons stockpiles. Ecuador aims to eliminate the threat posed by chemical weapons not
just
in Ecuador, but across Latin America. Ecuador emphasizes the need for training
workshops to
ensure the regions readiness to manage any disarmament challenges.
Ecuador supports the goal of full regional adherence to the CWC, recognizing that a chemical weapons-free Latin America is essential for broader global security. Through diplomatic channels, we have worked with regional entities and directly with states to encourage adherence and implementation of the CWC. We stress the importance of cooperation between governments in South America, utilizing frameworks within the OAS and UNLIREC to support CWC compliance and transparency. Ecuador is particularly focused on fostering collaboration in disarmament efforts by promoting educational initiatives and regional technical assistance programs. Ecuadors efforts are aimed at ensuring Latin America remains a leader in disarmament diplomacy, advocating for peace and security through the destruction of chemical weapons stockpiles in alignment with international law. |

The Republic of Ecuador is tasked with decreasing poverty by securing a future in agriculture,
food security, and nutrition. This is a continuing challenge because of climate change,
economic downturns, and political instability that The Republic of Ecuador and South America
are faced with. The Republic of Ecuador aims to?set a precedent in South America for
decreasing poverty by increasing food security and nutrition through key initiatives such as the
Emergency Preparedness and Response Program and the Binational Climate Change
Adaptation Project with Columbia. This cements a desire to increase international cooperation
in South America and strengthen its previous agreements.
The Republic of Ecuador is committed to strengthening its?agricultural infrastructure by investing in modern technology and sustainable farming practices. To improve food security and nutrition The Republic of Ecuador aims to support small farmers with financial and technical assistance. This is critical to increasing productivity and income. The Republic of Ecuador aims its efforts to build food security for all its citizens and increase international partnerships to decrease poverty because of existing challenges in agriculture, food security, and nutrition. |

The Republic of Ecuador strongly believes that development cooperation
with middle income
countries is a key topic of this assembly that must be addressed and
discussed. Middle income
countries account for over 70% of the words population and will develop to
become the worldâs
emerging markets of the future. This, however, is hindered by the alarming
fact that middle
income countries are home to over 60% of the worldâs poor. Rising
borrowing costs, inflation,
and the long-term effect of the Covid pandemic are all issues that have
affected all member
countries. However, these issues have put unprecedented pressure on
states with developing
economies.
On February 6th, 2024, The United Nations Deputy Secretary General spoke on the topic of middle-income countries. He called for providing more funds to the Sustainable Development Goals, changing in how financial institutions are governed on a global scale, and finally creating ways of measuring progress of the Sustainable Development Goals. By bolstering the world bank and specifically the International Bank for Reconstruction and Development. The world can continue to move toward the 8th sustainable development goal of decent work and economic growth. The IBRD has worked with middle income countries in the past and continues to work to address the issues of the present and the future. |

The Republic of Ecuador is proud to be home to fourteen different
indigenous nationalities
which make up almost 10% of our total population. Yet, our issues are not
unlike other
countries with large indigenous populations. Today I would like to speak to
you all about issues
that are affecting the day-to-day lives of our indigenous peoples. A
staggering 67.8% of
Indigenous women have suffered some sort of violence in our country,
whether it is physical,
sexual, or other forms of violence. In order to address this, local community
groups have
created the Minka Community Against Womenâs Violence in which our
indigenous community
governments trained community authorities to better use their legal powers
to protect
womenâs rights and make sure that indigenous women can receive justice in
the face of
violence. The training was structured differently to each indigenous tribe, in
accordance with
their traditions and specific issues they were facing in their communities.
The delegation of Ecuador believes that these issues cannot just be solved through this program, as this is treating an effect of a larger issue. We are working with our Indigenous communities to provide quality education to give these populations increased access to further job opportunities and ultimately, representation in our government. It is through representation that indigenous issues, one mentioned earlier, be addressed. 18% of our legislature is made up of those in the Pachakutik party a party that advocates for indigenous rights. We call on the international community to put further support in education programs specific to indigenous populations as a means of reparation for the past marginalization of these communities and to provide equal access both in education and in opportunity. |

The Republic of Ecuador believes in the commitment of attaining the
realization of inclusive
and equitable quality education for all, within the scope of Sustainable
Development Goal 4.
Ecuador encourages collaboration with indigenous leaders in the
development of a curriculum
incorporating their languages and traditions. Some programs have been
initiated to solve these
problems in Ecuador, such as the "Educación Intercultural Bilinge" program,
which reflects
bilingual education and cultural heritage for indigenous people. Ecuador
urges an increase in
investment in educational infrastructure, especially giving particular attention
to remote areas,
so that the schools can be equipped with proper facilities. Better facilities
must be ensured to
include safe learning environments, especially for girls who are more
vulnerable to hindrances
toward basic education.
Ecuador is committed to complying with the Sustainable Development Goals 5 by promoting gender equality in education. Ecuador emphasizes, in this regard, the need to make training programs for parents and the community possible so that they may actively support the educational initiatives, as well as advocate for the importance of girls' education. Ecuador also calls for the recruitment of competent teachers in rural schools, with incentives to attract a diverse range of teachers. An effective monitoring framework will also be key in ensuring that these policies monitor track and adjust progress against agreed targets. It is our firm conviction that through such a course of action, Ecuador will be in a position to create an inclusive educational environment where literacy for all becomes a reality, and every child regardless of background or identity-will be competitively positioned to succeed and make worthwhile contributions to society. |

The nation of Ecuador recognizes the intrinsic link between human rights and the environment,
emphasizing the necessity for a clean, healthy and sustainable environment. As a nation
disproportionately impacted by climate change through climate-related disasters, Ecuador is
aware of the environmental challenges facing the planet. Ecuador calls for robust international
frameworks to protect this right, grounded in constitutional principle and the need for global
cooperation.
Ecuador is the first country to recognize rights of nature in its constitution, affirming that nature has the right to exist and regenerate. This stance reflects our commitment to sustainability and environmental justice. We believe that protecting our environment is key to the well-being of our citizens, as well as for the preservation of biodiversity. Ecuador calls for enhanced international cooperation to address environmental degradation and climate change. With the growing threat of climate change and the drastically negative impacts of humanity, Ecuador urges member states to recognize the human right to a clean, healthy and sustainable environment within international legal frameworks. This recognition would facilitate strong commitments to environmental protection and sustainability and promote accountability for environmental harm. This international framework would include the following: a formal acknowledgement of the right to a clean, healthy and sustainable environment as a fundamental human rights, mechanisms that ensure individuals and communities can seek justice and remedy from environmental harm as a fundamental human rights, and the reinforcement of international commitment of SDGs, ensuring that development does not come at the expense of the environment. |

The safety and protection of UN and humanitarian staff in Ecuador is an urgent issue that requires consistent and timely attention. Along with its geographical location, the country's socioeconomic and political difficulties, such as crime, insecurity, and the presence of illegal armed groups along its borders, increase the risks for humanitarian workers. The protection and safety of UN and humanitarian personnel in Ecuador is a pressing matter that needs constant and prompt attention. It is vital to protect humanitarian workers to continue vital humanitarian efforts that assist vulnerable populations because of its geographic location and the socioeconomic and political challenges it faces, including crime, instability, and the presence of illegal armed groups along its borders. Ecuador strengthens?its efforts to bring them into line with international standards, even if it has already taken steps to comply with international safety norms for UN and humanitarian personnel. This entails strengthening intelligence sharing, guaranteeing punishment for crimes against humanitarian workers, and boosting collaboration among local authorities. In addition to safeguarding humanitarian efforts, Ecuador would enhance its standing as a cooperative member of the international community that respects UN values by adhering to these safety procedures. |

In the case of a world that has begun to fight each other and turn against each other's neighbor, the Republic of Ecuador is dedicated to finding peace in delicate situations such as this. The war between Israel and Palestine is destabilizing the Middle East. Terrorist organizations are on the rise, the conflict is slowly expanding to more countries, and the region is becoming more dangerous for the people who live there. Because of this, The Republic of Ecuador supports reaffirming resolution 2334 (2016) and the 1967 Israel and Palestine borders. This delegation also supports a ceasefire between the nations and freedom for the hostages under Hamas's control. These measures will allow both parties to meet at the negotiating table. |

The Republic of Ecuador feels for those dealing with the hardships of the Ukraine-Russia conflict. A pressing matter everyone has felt in many ways, such as our lack of imports going to Ukraine. As the largest exporter of bananas in the world, we must get our exports out as it fuels our economy and keep our economic status on track. One in every five bananas exported from our country goes to Ukraine and Russia. With this current conflict, we face containers of rotting fruit piling up close to our groves.? International sanctions on Russia have put a stop to Russia receiving any of this produce. Around the globe, many others are facing problems similar to ours. For the sake of the people affected in both Ukraine and Russia, for the sake of the citizens endangered by the conflict, and for the sake of the Ecuadorian and everyone else's economy we plead that both groups work together to find a solution to end this conflict. |

Public health systems for adolescents, children, and women are crucial in protecting the
welfare of different states. The Republic of Ecuador is committed to fostering a community
where global strategies that protect women and children are a priority. In collaboration with
the Pan American Health Organization, our delegation has shown commitment to advancing
public health systems that enhance the mental and physical well-being of people from the
Americas and in other states. Across the globe, there is a large range of health issues, from
poor mental health to poverty. Building communication between states can improve these
issues that continue to fester and grow.
The Republic of Ecuador wishes to find avenues that supports the improvement of different global strategies for the health of women and children. Given our challengeschild mortality, poverty, maternal healthit is important to increase cooperation between states. Other states suffer from these issues, and improving cooperation will provide different methods to improve not only our health affairs, but also other countries who suffer from similar health disparities. Globally, children and womens health has been suffering since 2020, there has been an increase in food insecurity, hunger, child marriage, intimate partner violence, adolescent depression and anxiety. States must improve cooperation and research on these matters, as there is an increasing issue with a multitude of health disparities affecting many across the globe. |

Solving the current world drug problem is of the utmost importance, as it continues to impact
our youth and the general population. Our delegation recognizes the ongoing issues of drug
trafficking and substance abuse, which continue to escalate and affect the global community.
Due to our location, Ecuador is a hub for drug trafficking and substance abuse. Located
between two major drug-producing countries, citizens are susceptible to drug-related violence
and other situational health problems. Our homicide rates in Guayaquil, a port city, have
increased by 180%, as of 2022, due to drug-induced violence and drug trafficking. Our
delegation understands the frustration these issues cause and wishes to help resolve a
problem that affects not only us, but also fellow states suffering the consequences. The Latin
American and Caribbean region has been affected by the ongoing drug problem, which will
likely continue to spread across the globe, if it hasnt already.
These issues are dire as they continue to affect women and youth, who are particularly vulnerable to drug-related violence, so it is urgent that we place a high priority on creating solutions. By increasing cooperation among states, we can begin combatting these issues by improving access to rehabilitation centers for youth and increasing research trends on drug production, traffic, and consumption. |

The current political situation in the Congo is in a state of turmoil, creating a humanitarian crisis in the region. It is the obligation of the UN to assist the newly formed government of the Congo to consolidate and hold its authority. The Republic of Ecuador emphasizes how imperative the situation in the Congo to be resolved exclusively by the will of the Congolese people and free of all foreign influence. To that end, the delegation calls for the immediate removal of all non-UN international forces and advisors from the Congo. It will also be essential that the newly formed government of the Congo has the capacity to maintain its authority once UN forces withdraw. With this fact in mind, the delegation of Ecuador also calls for an increase of UN support in the Congo to send advisors and assist in the training of Congolese military personnel. |
