ITU Committee Passes Resolution 1/1 on Facilitating Digital Inclusion for Indigenous Peoples

The International Telecommunication Union (ITU) Committee has unanimously passed Resolution 1/1, a significant step towards bridging the digital divide and promoting digital inclusion for indigenous peoples worldwide. After two days of debate and collaboration among Member States on this important topic and three amendments they accomplished their goal.

Resolution 1/1 has been met with widespread acclaim following its unanimous adoption. The resolution acknowledges the pivotal role of information and communication technologies (ICTs) in empowering indigenous communities and integrating them fully into the digital era, and has been met with widespread acclaim following its unanimous adoption. Representative Tad Monnig of Libya, expressed immense satisfaction, saying, “The delegation of Libya is extremely elated that our resolution, involving extensive diplomacy, passed by consensus. We managed to pass multiple amendments and the resolution itself, marking an incredible achievement. We are thrilled to have contributed to such a comprehensive resolution.”

The Resolution advocates for a comprehensive strategy that includes developing infrastructure, enhancing digital literacy, and fostering indigenous participation in the digital economy. Echoing this sentiment, Representative Cassandra Norton of Malta remarked, “I am very proud to be part of a group that achieved such diplomatic success, addressing concerns from various blocks during the amendment process. It was a joy to collaborate with my allies in the Council, and the consensus passage of the resolution was a significant highlight.”

Representative Elisha Schoor of Austria also shared their enthusiasm, saying, “The delegation of Austria is supremely excited about this consensus achievement. It was not only a delegation goal but also a personal one. This accomplishment in such a challenging setting is a testament to what can be achieved through diplomacy. I appreciate everyone’s efforts, especially those of several members including Libya, Malta, Algeria, Italy, the Russian Federation, Kenya, Ethiopia and many others. Everyone’s contribution was impactful, and together we have demonstrated effective diplomacy.”

The ITU stands committed to working with its member states, indigenous organizations, and other partners to implement Resolution 1/1 and all future resolutions passed on this important issue.
