Situation Report on Matters Pertaining to International Peace and Security

The Situation in Ukraine
The Russian Federation has recaptured almost half the territory that Ukraine occupied during its August offensive into Russia. The Russian Federation has been reinforced by as many as 10,000 troops from the Democratic People’s Republic of Korea. However, the Russian Federation has suffered an average of 1,500 casualties per day since they invaded Ukraine in 2022. Ukraine launched a drone strike on Moscow on 10 November 2024; several injuries were reported, and traffic was halted around the airports.
A spokesperson for President Vladimir Putin “voiced cautious optimism” about the role of newly reelected President of the United States, Donald Trump, in the future of the war in Ukraine. President-elect Trump reportedly had a phone call with President Putin during which they discussed resolving the conflict. However, it is expected that President Joe Biden will advise President Trump to continue to provide support to Ukraine.

The Situation in Gaza
Following the decision by the Israeli parliament, the Knesset, to ban the United Nations Relief and Works Agency (UNRWA) from Israel, on 4 November 2024 the Israeli Foreign Minister officially told the United Nations Israel is ending its cooperation with UNRWA in 90 days. Other aid organizations have expressed concern at the action, warning that they rely on the UNRWA to deliver aid and provide both medical and education services inside Gaza. In October, the United States of America demanded Israel admit 350 trucks of aid to Gaza per day by 12 November or risk the loss of military assistance. However, as of 7 November, the United Nations has identified only 35 trucks entering Gaza each day on average.
In a statement on 6 November, an Israeli military officer appeared to endorse the “generals’ plan” to treat all remaining people in north Gaza – including Gaza City and Jabaliya – as combatants if they do not evacuate in the coming days. The next day, the Israeli government denied the “generals’ plan” was policy, said the officer should not have been quoted and the quote was taken out of context. The United Nations estimates around 80,000 civilians remain in north Gaza.
On 9 November, the government of Qatar announced it suspended its efforts as a mediator between Israel and Hamas. The government of Qatar said this was due to a consistent inability to mediate an agreement between Israel and Hamas.
