Maintenance of peace and security of Ukraine

This update complements the background guide published in the AMUN Handbook. The situation in Sudan is a new topic, which was not included in the Handbook. As such, a brief background to the conflict is provided before an update on the current situation. On 30 September 2022, Russia declared four regions of Ukraine as sovereign territory:  Luhansk, Donetsk, Kherson, and Zaporizhzhya. Later that day, a draft resolution authored by the United States and Albania was circulated calling on all states and international organizations to not recognize the declared annexation. It also specifically called on Russia to “immediately, completely and unconditionally withdraw all of its military forces.” The draft resolution had the support of ten of the Council’s members but was vetoed by Russia.

Due to prior Russian vetoes preventing the body “from exercising its primary responsibility for the maintenance of international peace and security,” the Security Council successfully passed a procedural motion on 27 February 2022 to call a rare emergency special session of the General Assembly to address the maintenance of peace and security of Ukraine. Upon Russia’s veto, the emergency session of the General Assembly now has ten days to convene and comment on the vote. 

The Security Council had previously discussed Russian-conducted referenda on the annexation on 22 September, concurrent with Russian President Vladimir Putin’s pre-recorded address to the United Nations General Assembly. Numerous senior United Nations officials and Council members expressed concern that any vote in militarily disputed areas would not befree or fair. After Russia announced its plan on 29 September to annex the regions the next day, United Nations Secretary-General Antonio Guterres condemned the plan. “The Charter is clear. Any annexation of a State’s territory by another State resulting from the threat or use of force is a violation of the Principles of the UN Charter and international law.”

The Security Council has also formally discussed reports of atrocities occurring during the conflict. Ukraine and its allies accuse Russia of torture, extrajudicial detainment and forced relocation of Ukrainians. Russia, meanwhile, cites Ukrainian abuses of human rights violations as its casus belli.
