Commission on Narcotic Drugs Discusses Alternative Crops: Funding and Accountability

Member States in the Commission on Narcotic Drugs spared over policy funding. Côte D’ivoire led the developing states’ call for more contributions from developed states for programs. 

“If we are all looking forward to increasing our efforts with policy reform, we are going to need more financial aid to do so, and the data backs that,” stated the representative from Côte D’ivoire, sparking a discussion with Representatives from India and the United States.

The Representative from India requested assurances from Côte D’ivoire that money invested would be allocated responsibly. “What plans do you… have for really making sure that [the Commission on Narcotic Drugs] properly allocates all of this money to the right place?” Inquired the Representative from India. The Representative from Côte D’ivoire gave a thorough reply referencing benchmarks on prior goals achieved through programs financed by the global fund.

“Côte D’ivoire wants to address specifically the global fund that has been created. And, looking into the goals of the 2013 Sustainable Agenda Goals as well as the Declaration of 2019… whenever we look into the statistics of what has been accomplished. I think it is important that we all acknowledge that with the money that’s been available, we have been able to achieve that.”
This response prompted the Representative from the United States to clarify their position of being interested in further negotiations but not in being urged to finance any new programs. The representative stated, “The United States delegation would like to make it known that any resolution that is urging a certain level of financial contributions or funding is not going to be supported. However, we want to make it known that this issue is very important.”

Similar negotiations gravitating around the larger state-smaller state divide are being reported in other committees. The Commission on Narcotics and Drugs continues exploring ways this and other divides can be bridged.
