GA1: Can we finally find a way to stop IEDs?
As the General Assembly (GA) First Committee is still working on passing resolutions to control IEDs spread, some innovative ideas and propositions have come to light. While no resolutions were yet adopted on Sunday evening voting blocs continue to support resolutions. For the moment the dominant working papers are titled: ”FF,” “BB” and “EE.”
These three draft resolutions already have the signatures needed to pass. The “BB” draft resolution takes a more educational and incentive based approach, supporting the reporting of any IED use or manufacturing. The resolution also proposed sharing intelligence and training civilians on how to deal with IEDs when needed. According to Representative Nora Lyons of Portugal, this resolution primarily includes support from Developing States.
After some concerns were raised on the resolution due to the mention of rats as a way to detect IEDs, Representative Truschel Jacobs of Poland explained, “Rats are one of many ways we are planning to use in our resolution to prevent IED use.”
Another interesting resolution drafted during Sunday’s meeting was the Robot EE working paper. It proposes utilizing robots as a way to stop IED spread. While rich countries could long develop robots to be used in wars, now this resolution asks them to use such technology for IEDs prevention, supported by Ukraine, among other Member States.
A third draft resolution simply consists of States sharing the information on IEDs they get from satellites with each other while providing what Representative Kat Mokedi of Bulgaria called an alert for military personnel as well as civilians, and training programs for the civilians.
